The Business Consultant/Analyst for the Unified Computer Aided Dispatch (CAD) and Records Management System (RMS) Program directly interacts with the city of Melbourne Police, Fire and IT Departments and acts as a business relationship manager responsible for the collection, analysis, review, documentation and communication of business needs and requirements. Focuses on documenting, developing and improving business processes at all times using local and industry standards/best practices. Assists with the development of metrics, both within the technology and business organizations. Assists the organization through the selection and implementation of Unified CAD/RMS solutions, ensuring compliance with local, state and federal laws and regulations.
Has a strong understanding of information systems, business processes, the key drivers and measures of success for the business, and the short- and long-term direction of the business and technology. Identifies, proposes and influences business solutions, negotiates deliverables and requirements across multiple business customers or organizations. Ensures that the design and integration of proposed system, software and hardware solutions leads to the development and growth of the business through effective use of technology. Integrally involved in 'buy vs. build' decisions.
EXAMPLES OF DUTIES:
Coordinates all requirements identified in the following documents with affected business units for applicability and need:

  • The Association of Public-Safety Communications Officials (APCO) ANS 1.110.1-2015, Multi-Functional Multi-Discipline Computer Aided Dispatch (CAD) Minimum Function Requirements
  • Law Enforcement Information Technology Standards Council (LEITSC) Standard Functional Specifications for Law Enforcement Computer Aided Dispatch (CAD) Systems
  • Melbourne Police Department (MPD) Functionality Requirements CAD-RMS
  • National Fire Protection Association (NFPA) 1221, Standard for the Installation, Maintenance, and Use of Emergency Services Communications Systems

Analyzes and evaluates current work processes for the Melbourne Police Department regarding the numerous interactive systems used on a day to day basis by the department members.
Analyzes current work processes for the Melbourne Fire Department and ensure they are meeting community needs and NFPA standards.
Collects, analyzes, reviews, documents and communicates business needs and requirements to the organization.
Evaluates the review and assists with recommendations of the different CAD/RMS Vendors and pairs their systems to the work processes of the police department beyond the patrol officers for a more effective service response to the citizens.
Evaluates the review and assists with recommendations of the different CAD/RMS Vendors and pair their systems to the work processes of the Fire Department for a more effective service response to the citizens and ensure requirements are met towards NFPA standards as well as identify needed improvements to help obtain a higher ISO rating for the city.
Identifies/documents opportunities to integrate systems and resources to fulfill program requirements.
Works with appropriate customers to identify and coordinate new CAD/RMS system developments and enhancements.
Maintains effective communications and working relationships with customers and program team members.
Identifies IT system design alternatives, researches existing IT systems in the marketplace and recommends viable IT solutions.
Develops Requests for Proposals (RFP), evaluates responses, and assists selection team in the procurement of CAD/RMS systems for the city of Melbourne.
Reviews the RFP process in coordination with the City of Melbourne Purchasing Department. This includes providing a list of prospective CAD/RMS vendors, verifying that all respondents have met the basic criteria, and checking references, where applicable.
Coordinates shortlisting and vendor negotiations.
Coordinates CAD/RMS system implementation and installation.
Serves as quality control point for all CAD/RMSrelated matters during implementation processes.
Performs other assigned duties as assigned.
MINIMUM QUALIFICATIONS:
Bachelor's Degree from an accredited college or university with a major in Computer Science, Geographic Information Systems, Information Systems, Business Administration, Public Administration, Planning, Geography, Natural Science, Engineering or closely related field; five (5) years of full-time experience managing the implementation and support of information technology projects;
or equivalent combination of education and experience beyond a high school diploma or its equivalent
5-7 years experience in public safety to include command center CAD/RMS operations.
Special Requirement: This position will be subject to additional security clearances as mandated by the Florida Department of Law Enforcement (FDLE), Criminal Justice Standards and Training Commission (CJST) and the Melbourne Police Department due to access to the police department facility or police department's electronic data.
Licenses, Certifications or Registrations:
Must possess and maintain a valid Florida driver's license.
PMI Professional in Business Analysis (PMI-PBA) desired

Physical Demands

  • Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state and local standards
  • Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.
  • Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard and monitor
